Teresita M. Leabres is an ICT development leader and President of the Cavite ICT Council, Inc. She has been active in advancing digitalization, ICT development, innovation, and technology adoption in Cavite and the CALABARZON region. She has served as Treasurer of the National ICT Confederation of the Philippines (NICP) and as a private-sector representative in the CALABARZON Regional Development Council, contributing to regional development initiatives and ICT-sector collaboration.
