Jessraf Palmares

Jessraf S. Palmares is an ICT and business development leader from Iloilo who serves as President of the National ICT Confederation of the Philippines (NICP) and the Iloilo Federation for Information Technology (IFIT). He has been active in advancing collaboration among government, industry, academe, and ICT organizations to support regional economic development and digital transformation. He has also served in the Iloilo Provincial Investment and Promotions Board and as Vice Chairman of the Iloilo Government-Industry-Academe Council. His professional background includes telecommunications, sales, training, business development, and management consulting, including leadership experience with Bayan Telecommunications. He is an alumnus of UP Visayas and served as Chairman of the UPV Student Council in 1983. As NICP President, Palmares has represented the organization in national discussions on digital transformation, e-governance, cybersecurity, innovation, and the development of ICT ecosystems across Philippine regions
